Genesis Mission. The Energy Report 11/25/2025
Oil prices are very quiet but getting a bounce on reports that Ukraine again hit some Russian oil infrastructure but still under pressure as peace talks are seeming moving forward. A U.S. official t said that that Ukraine’s government had “agreed to a peace deal” brokered by the Trump administration to stop Russia’s nearly four-year assault. The American official and Ukraine’s national security adviser Rustem Umerov said a common understanding on a proposal had been reached, with details still to be worked out. Yet beyond the mundane oil markets that seem to be locked in an endless trading range the future of AI and Energy is getting ready to take off.
The Trump Administration is laying out its vision for leading and winning the global AI race with a plan that lays out an ambitious vision that will be driven by energy and the spirit of the American people. America has begun the “Genesis Mission,” aiming to speed up scientific progress using advanced AI.
Trump said in a press release that “From the founding of our Republic, scientific discovery and technological innovation have driven American progress and prosperity. Today, America is in a race for global technology dominance in the development of artificial intelligence (AI), an important frontier of scientific discovery and economic growth. To that end, my Administration has taken several actions to win that race, including issuing multiple Executive Orders and implementing America’s AI Action Plan, which recognizes the need to invest in AI-enabled science to accelerate scientific advancement. In this pivotal moment, the challenges we face require a historic national effort, comparable in urgency and ambition to the Manhattan Project that was instrumental to our victory in World War II and was a critical basis for the foundation of the Department of Energy (DOE) and its national laboratories.
The plan is to leverage decades of data and national supercomputers, the government aims to train powerful science-focused AIs to tackle major challenges like new materials, better batteries, faster fusion energy, disease cures, and next-generation chips and even find ways to use AI with less power in ther future .
The project, called the “American Science and Security Platform,” will securely unite top scientists and organizations with AI agents for rapid experimentation. The Department of Energy plans to address at least 20 key issues, marking a major push to advance science and technology through AI.
Obviously at least in the beginning of this rate it’s going to take a lot of energy to win this race and over time we can find that artificial intelligence may find ways to do this more energy efficiently but in the meantime it’s going to be massively bullish for energy and it’s going to be all types of energy but mainly fossil fuels and atomic energy that are going to power this race. One of the key elements towards pressure on the peace agreement is pressure on Russia and their energy is reporting that India’s Russian oil imports are set to hit their lowest in at least three years in December, down from multi-month highs in November, as refiners turned to alternatives to avoid breaching Western sanctions, trade and refining sources said.
Britain, the European Union and the United States have tightened sanctions on Moscow over the war in Ukraine, with Washington’s latest measures targeting top Russian producers Rosneft (ROSN.MM), and Lukoil (LKOH.MM).
Russia’s refining industry just got hit with its lowest run rates in a dozen years—a direct hit from Ukraine’s intensified strikes. If Kyiv ramps up attacks to 4 or 5 a week (instead of the current 2 or 3), Russia could see its refining capacity slashed by a staggering 40%. That’s not just numbers on a page; we’re talking about a 5–7% hit to Russian GDP and the kind of social unrest that has the Kremlin sweating bullets.
But the fallout doesn’t stop at Russia’s border. Europe is starting to feel the squeeze, too. Russian crude is being offered at deeper and deeper discounts, but the risk is rising—just ask France, which recently seized a tanker. These types of moves make every barrel riskier and the market more volatile.
For Ukraine, there’s a real risk of Russian retaliation—especially targeting its power grid right as the cold winter sets in. This targeted campaign is delivering more punch than sanctions alone, draining Moscow’s $189 billion oil war chest and pushing Putin ever closer to the negotiating table.
